CONSTITUTION AND BY-LAWS OF

FLORIDA DEAF GOLFERS ASSOCIATION


Article One

Name of Association

This association shall be known as the Florida Deaf Golfers Association, a non-profit organization established in 1991.

Article Two

Objectives of the Association

The objective of this association shall be to encourage the sport of golf and to sponsor a yearly golf tournament in Florida for its members.

Article Three

Membership

Membership in this association shall be open to all deaf men and women in the state of Florida and other states. The minimum age shall be (18) years.

Article Four

Officers and Terms of Officers

The officers of this association shall be a: President, Vice President and Secretary/Treasurer. Each shall be elected for a term of two (2) years. All officers nominated must have been a member for at least one year.

Article Five

Duties of Officers

The president shall preside at all general meetings. He/she shall appoint all committees and see that the laws of the association are upheld; shall approve all invoices and sign checks and vouchers; shall rule on all matters coming before the association when not in general session and such ruling shall be final until the next meeting of the association, and shall also appoint 2 members to audit the treasurer's report.

The vice president shall work in close cooperation with the president, assuming as many duties as the president may request and shall ascend to the presidency should the office become vacant prior to the general election.

The secretary/treasurer shall maintain an up-to-date list of members, mail out all announcements and general entry forms; shall keep a record of all historical data of the association since it's inception; shall arrange in chronological order (champions in class, scores, etc.; shall answer all mail as promptly as possible; shall keep the president advised of all official correspondence by sending the president copies of all communications; shall prepare and submit an audited report of all income and expenditures and shall collect all membership dues and all the other money payable to the association.

Article Six

Dues

The annual membership dues shall be ten (10) dollars per year, payable with the entry fee before the deadline as stated by the host of the annual tournament.

Article Seven

Annual Tournament

Section 1: The annual tournament of this association shall be held in May of each year, but not during Mother's Day weekend. In order to bid for a tournament in Florida, there must be an organized golf club for the deaf and/or a bona fide deaf golfers/individual club in its local area which wishes to sponsor the tournament. They must provide reasonable proof that facilities are available. They must show sufficient regional membership strength to plan, execute, and carry out a successful tournament. At the next annual meeting a progress report must be filed and approved. If not approved, the previous second place bidder shall be awarded the tournament. Otherwise, the council shall make the decision regarding the site.

Section 2: The duties of the sponsor are to arrange for the time and places, determine the amount of entry fee, secure trophies (plaques) and merchandise prizes, and make arrangements for a program of events, etc., five (5) months in advance with approval from the president and secretary/treasurer.

Section 3: The sponsoring club shall be responsible for sending out announcements and flyers advertising the tournament. These shall be sent to all members in Florida as early as possible.

Section 4: The winner shall be based on a net score using a handicap system which will be 80% for those with an established average.

Section 5: The course yardage shall be at least 6,000 yards.

Order of Business

At all meetings the order of business shall be as follows:

1. Reading and approval of previous meeting minutes
2. Reports of officers
3. Reports of standing committees
4. Unfinished business
5. New business
6. Election of Officers
7. Site Bidding
8. Announcements
9. Adjournment

ARTICLE NINE

Amendments

The Constitution and By-Laws may be amended by a 2/3 vote during the general meeting.

Florida Deaf Golfers Association Tournament Rules

1. USGA rules govern all play. Exceptions may be made by the local committee when conditions warrant such changes.

2. All score cards must be signed by all players in all events. Individuals failing to sign their score card or lose their score card will be disqualified.

3. All signed score cards must be given to the secretary/treasurer, vice-president, or president after the conclusion of all playing events in the tournament.

4. Total scores are subject to be checked by the secretary/treasurer and will be corrected if necessary.

Host Guidelines

The guidelines listed below will assist you with any questions that you may have when hosting a FDGA tournament at your area.

1. Each host site will have an established committee to organize and run an effective tournament. The committee will appoint a treasurer to oversee all funds, registration, expenditures as well as to maintain a bank account with their local bank.

2. Committees are the foundation to a successful tournament. The following group of committees are needed for the FDGA Tournament: Lodging, Scoring, Program Book, Banquet or Hors d'oeuvres and Special Prizes.

3. A typical break down of a tournament entry fee would be as follows:

Membership fee ($10.00)
Prize Fee ($50 .00)
Green Fee and Cart Fee (according to the cost at your venue)
Banquet or Hors d'oeuvre (according to the host) optional

4. The host site will be responsible to forward the $10.00 membership fee to the FDGA.

5. The host site should keep accurate records such as all receipts for reimbursement from the FDGA.

6. The host site will be responsible for cost of:

Flyers
Program Book
Letters (envelopes)
Telephone or Fax bills

7. The FDGA will reimburse the host site for the cost of:

Travel Plaque and engraving
Postage

Note: Receipts are required for reimbursement from the FDGA

8. The host site will establish a headquarter site for golfers and FDGA officers to meet at a central location (hotel) during the duration of the tournament.

9. Prize money must be at least $500.00 without entry fee included.

10. The course yardage shall be at least 6,000 yards.

11. Recommended (optional)

Prize money for the closet to the pin, lowest putts and longest drive is optional and will be up to $20.00 each on each day. The money will be drawn only from the funds you may raise or from donations from sponsors, not from the entry fee or the prize fee.

12. Recommended:

Since the two-man Golf Scramble is very popular, the FDGA strongly encourages each host to have a scramble game. The prize should be no more than $100.00 or $200.00 from funds you may raise or from donations of sponsors, not from the entry fee or the prize fee
